The performance requirements for data centres and for colocation are increasing all the time. Ten years ago, the fact that a data centre had a backup generator and could generate mains power when the mains failed was enough. Today it isn’t. Customers demand more, and new data centres being built are at N+1 – that is they not only have a backup generator, but they have another backup generator in case the first one fails to start, or there is a mains failure when one is being serviced. The introduction of Tier Levels from US-based organisations mandates at least two generator sets for the facility to be at Tier 3 level, either of which can support the entire facility electronic load. Customers in the market want such levels of performance and are increasingly asking for them and asking technical questions about the level of redundancy and resilience that a facility has. Facilities which cannot provide and demonstrate the necessary levels lose credibility and business and get left behind by the market.

On any given day, an IT department’s schedule will include a rather hefty chunk of day-to-day ‘housekeeping’ – tasks that are fairly mundane but necessary, not to mention time-consuming. Following a report by IT group EMC which found that three quarters of firms and public sector organisations across nine European countries may not fully recover their computer systems or data after an IT failure. Roger Keenan, managing director of City Lifeline, says: “It is astonishing how many smaller enterprises do not think about how reliant they are on their computers and their data. Companies start small and grow. They begin with a couple of PC’s, then buy a server or two and plug them into the nearest 13 amp socket. Then suddenly, the entire business ends up dependant on the contents of the server-cupboard-under-the-stairs. This is fine until something happens – a fire, a break-in, or a power failure which crashes the server discs and loses all the information.

Natural cooling ventilation to save Council over £20,000 a year
Dumfries and Galloway Council, working with IBM, has re-located its data centre to maximise energy efficiency and offer improved real-time data processing. The new location is a refurbished Category C listed historical landmark in Dumfries, Scotland. For over half of the year, the new data centre uses outside air for cooling (‘Free Cooling’), helping to reduce energy consumption and costs. It is anticipated that there will be a 25 to 30 percent reduction in the use of energy for air conditioning and an estimated saving of £20,000 per year.

The deadline to register for the CRC Energy Efficiency Scheme may have only just passed, but many companies left it until the last minute, no doubt hoping that it, like the Housing Information Packs, would just disappear when the government does yet another policy ‘U-turn’. Despite the swathing cuts to public services and Quangos, the CRC is still in force, albeit all pretence of it being neutral has been removed and it is now simply a ‘green’ tax. High tech industries, especially the data centre sector, are going to have to get up to speed on the scheme very quickly in order to minimise any losses as a result of it.

Joe Polastre writes: In October, 2009, President Obama issued an Executive Order (EO 13514) that set federal energy efficiency standards. EO 13514 superceeds the previous executive order put in place by President Bush (EO 13423) from 2007. While the previous order required the government to reduce greenhouse gas emissions by 3% per year, totaling at least a 30% reduction by 2015 from 2003 levels, Obama's order actually lets each department set their own goal. EO 13514, in contrast to EO 13423, is much more specific about the improvements that have to be made in transportation fleets, building design, etc. Just to be clear, this order only applies to federal government and their respective organizations, not the country at large. You can think of it as a government-specific climate bill.

Colt has published the results of a European CIO survey that demonstrates that awareness of cloud services among CIOs and senior IT decision makers has increased by over 20 per cent in just seven months. Over 68 per cent of CIOs and their peers are now saying that they are familiar with cloud technology. The UK has the highest levels of awareness (77%) followed by Germany (75%), France (71%) and Italy (66%). Spain has the lowest levels of familiarity with cloud services, with 58 per cent of CIOs and their peers saying they are familiar with the technology.
