News CRC league table - nlyte calls for enterprises to consider the data centre

The CRC Energy Efficiency Scheme league table, a government initiative to improve the sustainability policies of UK organisations, was met with mixed reviews when published by the Environment Agency yesterday. Based solely on approved Early Action Metrics, as opposed to real energy savings, it is difficult to discern exactly how green the 2,000 enterprises featured really are. Under the new carbon tax structure, rankings also do not take into account the fact that some organisations may have already started to improve their energy efficiency through major IT investment that has not yet been measured.

Since 2008 The American Society of Heating, Refrigerating and Air‐Conditioning Engineers (ASHRAE) expanded their recommended environmental envelope temperature range for IT equipment intake between 18 and 27 degrees Celsius to save energy and add additional cooling options in data centres. Any additional degree Celsius above the starting temperature reduces cooling unit loads by approximately three percent. This translates directly to the possible energy savings. Improving cooling efficiency of the servers is a source of dramatic energy consumption reduction with relatively little effort. There is a catch – due to increasing supply air temperatures the number of failures and packet losses from network switches and routers is significantly raised. The increased packet loss is caused when best practices like cold aisle containment, blanking panels and rack side baffles are implemented. Servers and other network equipment that pulls air from the front of the rack do not have problems as they pull air from the cold aisle. Network switches and routers that pull air from the side are pulling heated exhaust air from the servers, which is often in excess of 35 to 40 degrees Celsius. These devices have no way to access the cool air from the cold aisle and tend to overhead causing packet loss and communication failures. nlyte Software today released the results of its research that surveyed 100 attendees* at Data Centre World (Olympia, London: 2nd – 3rd March 2011) on rising trends in the data centre, which new technologies are motivating them and the importance of sustainability to organisations. Findings indicate that virtualisation is the most popular modification for the coming year with almost two thirds (60 percent) of respondents looking to implement the technology, followed closely by cloud computing (40 percent) and intelligent power strips (41 percent). Adoption appears to be due to mounting costs, but with minimal consideration for IT sustainability, confirmed by the lack of awareness of the CRC Energy Efficiency scheme and apathy towards carbon footprint measurement tools.

Natural cooling ventilation to save Council over £20,000 a year
Dumfries and Galloway Council, working with IBM, has re-located its data centre to maximise energy efficiency and offer improved real-time data processing. The new location is a refurbished Category C listed historical landmark in Dumfries, Scotland. For over half of the year, the new data centre uses outside air for cooling (‘Free Cooling’), helping to reduce energy consumption and costs. It is anticipated that there will be a 25 to 30 percent reduction in the use of energy for air conditioning and an estimated saving of £20,000 per year.

The deadline to register for the CRC Energy Efficiency Scheme may have only just passed, but many companies left it until the last minute, no doubt hoping that it, like the Housing Information Packs, would just disappear when the government does yet another policy ‘U-turn’. Despite the swathing cuts to public services and Quangos, the CRC is still in force, albeit all pretence of it being neutral has been removed and it is now simply a ‘green’ tax. High tech industries, especially the data centre sector, are going to have to get up to speed on the scheme very quickly in order to minimise any losses as a result of it.

The impressive thing is that these figures are achieved in a colocation environment where a variety of clients needs have to be met, as opposed to a single client site. Joe Polastre writes: In October, 2009, President Obama issued an Executive Order (EO 13514) that set federal energy efficiency standards. EO 13514 superceeds the previous executive order put in place by President Bush (EO 13423) from 2007. While the previous order required the government to reduce greenhouse gas emissions by 3% per year, totaling at least a 30% reduction by 2015 from 2003 levels, Obama's order actually lets each department set their own goal. EO 13514, in contrast to EO 13423, is much more specific about the improvements that have to be made in transportation fleets, building design, etc. Just to be clear, this order only applies to federal government and their respective organizations, not the country at large. You can think of it as a government-specific climate bill.

One would assume that data centers are a place where high tech gets introduced and the mass PC market is a followers market. However there are plenty of examples where it is just the other way around. For years the processor market was driven by the battle between Intel and AMD this battle was fought where the volume was and is – consumer PCs. Another good example is the keyboard interface. Servers still used PS/2 when it was already hard to get a non-USB keyboard for consumer PCs. Also the good old VGA interface has only survived in the metal rack cabinets of data centers and data rooms.

A data centre designed and built by Keysource for oil exploration surveyor Petroleum Geo-Services (PGS) has achieved an annualised PUE of just 1.17, making it one of the most energy-efficient facilities of its kind in Europe. As a result, the data centre has achieved first year savings of £650,000 and a 6.7 million KWh drop in power consumption, equating to a 2.9 million kg reduction in CO2 emissions.

The survey found that 44 per cent of 2010 HTTP marketing budgets will be flat compared with 2009, 41 per cent will increase and only 15 per cent are likely to decrease. This compares favorably to 2009 when more than half of providers' marketing organisations took cuts in their budgets compared to 2008.
